Why Company Started
Colorado’s regulations – for permitting waters released from industrial and commercial activities – are among the most complex in the United States. This complexity creates public frustration since the relative authorities of the various agencies are not well-understood and the technical analyses for permitting decisions are scientifically advanced. Further, the responsible state agencies lack sufficient staff resources to conduct public outreach and educational efforts to increase public understanding of these regulations and how they are implemented.
In 2012, Industrial Water Permitting and Recycling Consultants, LLC was started by a manager of several permitting programs in the Water Quality Control Division (Colorado Department of Public Health and Environment) to address some of the causes behind the public frustration. Specifically, this company provides –
- a single-source of integrated information to the public on how federal and state agencies interact to regulate industrial waters
- assistance with water-permitting strategies for new industrial or commercial operations
- consultation to industrial and commercial businesses on keeping permits current with regulations and policies, while avoiding unnecessary monitoring and compliance costs
- opportunities to explore/develop subsequent business opportunities involving the recycling of industrial waters, including generating additional revenues
- seminars and workshops on –changes in industrial water regulations, how to work with state environmental agencies, avoidance of permitting pitfalls, ways to improve timelines for permitting decisions, and compliance/monitoring training.

Services
Our core services provide clients
- assistance in developing and implementing strategies for permitting and recycling and
- specific technical support in developing applications and working with agencies to secure approvals for permits and/or recycling activities.
Engagement for the former service is typically a retainer agreement, since efforts are typically on-call, address a variety of needs for information on changes in regulations and policies, and depend on one-to-one discussion with the client’s senior decision-makers. Engagement for the latter service is typically the standard consultant contract , since efforts are more task oriented, involve data acquisition and evaluation, and work is coordinated with the client’s senior technical staff. The latter can assume a variety of forms to meet client needs, including a basic ordering agreement to provide for future work orders.
